No, only the initial three posts by a new user. A lot of forums now employ this security feature to prevent spambots from registering and spamming up the forums. I think it's a good measure, even if it is a little frustrating when you first come on. Think yourself lucky that the quarantine is only three posts and not 50 like most forums set it at!
